Department of Plant and Operations
The Plant & Operations Department is responsible for the overall planning, implementation and operation of all property related matters for the Board. These include new development, renewal of existing facilities and all new construction as well as for the general operations of the department.

Department of Human Resources


Mike McPhee, Consulting Executive Manager
Mike is responsible for all of the Human Resources functions from a senior management perspective and he reports to the Director of Education. Since moving to his position as Executive Manager of Human Resources in June of 2007, he continues to work closely with trustees, senior staff and all union and non union groups to create win – win situations that will benefit our employees and students. Mike looks forward to working with you in order to meet the ever increasing demands that you may face in your vocation.

Rosemarie McHugh, Manager Human Resources
Rosemarie is responsible for all of the day to day Human Resources functions including: labour relations and negotiations, compliance with our various collective agreements, resolving grievances, liaising with the various union representatives, adjudicating all short term leave requests and ensuring compliance with all employment legislation.

Susan Paoli, Human Resources Officer, Teaching Division
Susan’s role includes teacher staffing, recruiting and the hiring of supply teachers in collaboration with Principals and Vice-Principals. The external application process for recruitment is through www.applytoeducation.com. Student teachers are also sent for placements within our system via Susan’s office. Susan produces board motions for leave requests, resignations or retirements. Some of her functions involve the reporting and uploading/downloading of information from the Ontario College of Teachers (qualifications/temporary letters of approval), Ministry of Education (ONSIS/Letters of Permission), ESIS (Ministry Educator data), and MVal (performance appraisal system). This requires her to obtain information from Teachers regarding their teaching certification and qualifications, birth or marriage certificates and performance appraisals. If you have to produce a statement of experience for the Ontario College of Teachers or for an additional qualification courses, please send your form to Susan to verify your experience.

Natasha Short, Human Resources Officer, Non Teaching Division
As the Human Resources Officer for Non-Teaching staff, it is Natasha’s responsibility to ensure that schools are equipped with qualified support staff in order to better serve the needs of the Wellington Catholic District School Board. The role of the HR Officer includes the recruiting, interviewing and hiring of secretaries, educational assistants, child & youth workers, social workers, caretakers, supply staff and any other non-teaching roles that arise. Any questions regarding respective collective agreements are also dealt with.

Joanne Gibson, Disability and Wellness Co-ordinator
The Wellington Catholic District School Board is committed to creating and maintaining a healthy workplace. As Disability & Wellness Co-ordinator, Joanne’s responsibilities include implementing and administering a disability management program in a fair and consistent manner and coordinating WSIB(Workplace Safety Insurance Board) claims. This program supports the safe and timely return to work of employees after an illness or injury. In appropriate cases, we can also provide accommodations for employees to remain at work during convalescence. If you have any questions regarding short term or long term disability, sick leave benefits, WSIB or reporting workplace injuries, our Employee Assistance Program (EAP) or upcoming wellness initiatives.

Nancy Culham - Environment, Health and Safety (EHS) Officer
Providing proactive leadership in Health and Safety, Environmental Management, Emergency Preparedness and Accessibility Planning. In an average week, the EHS Officer can be taken in many different directions but in summary, here is a sample of the EHS Officer’s activities:
  • Hazard identification/evaluation/control; program/policy/procedure development; accident/incident investigation; emergency policy/procedure development; occupational hygiene; environmental management; accessibility planning, program and procedure development; training and awareness; acting as a resource for Board administration; providing consultation to WCDSB staff and the Joint Occupational Health and Safety Committee (JOHSC) regarding EHS issues or concerns; and being the Board’s contact for the Ministry of Labour, Ministry of the Environment and other related government agencies.

Kerri Hill-Young, Receptionist
Receives and routes all incoming calls for the Central offices. Greets visitors and provides information and assistance to the public. Provides routine clerical support to numerous staff and departments within the central office and to the Human Resources Officer, non-teaching.

Genny Chittick, Supply Teacher Dispatch and Human Resources Clerk
Genny has two positions in the Human Resource Department: Supply Dispatcher and H.R Clerk. In her role as our Supply Dispatch, she begins work at 6:00 a.m. to 11:00 a.m. Monday through Friday. Genny’s responsibilities revolve around replacing teachers, educational assistants and secretarial staff as needed on a daily basis and pre-booking supply personnel for longer term absences, professional development and various meetings that staff need to attend. If an urgent/extenuating supply situation arises after 11:00 a.m., please speak with Kerri on Reception and she will assist you. In the afternoons, Genny works as the H.R.
